Resource parents, more commonly known as foster parents, are a valuable asset to Tennessee’s children. Foster parents make a great effort to provide children in need with a stable living environment and emotional support.

The Resource Parent Advocacy program offers quality community-based support and guidance to foster parents in Tennessee. The program was established in 1997 by the board of the Tennessee Foster Adoptive Care Association to provide needed assistance and representation for foster parents. Harmony Adoptions is responsible for the oversight and administration of the Tennessee Advocacy Program.

Regional Advocates are available to answer questions or discuss concerns that a Tennessee foster parent may have. The advocates are also responsible for interpreting Department of Children’s Services policy and procedures, assisting foster parents in grievances and appeals that may arise with regard to the Department of Children’s Services, and providing representation to families involved in an allegation or investigation. There is an Advocate located in each of the twelve DCS Regions throughout the state as well as a Lead Advocate.
